The reason this chapter is so short is because it was likely a double-release, with both this and chapter 10 being published in the same issue. That happens occasionally.
Chapter 10 is normal length, so while it’s not two full chapters, it is still more than a single chapter. And chapter 10 directly continues on chapter 9.

I can tell because there are 13 chapters the volume, but the publishing information says they were originally published across 12 magazine volumes.
