For some reason I’ve always found Hina opening her eyes at the end of the ED to be slightly creepy.

Isn’t that like a budget thing? Like studios not wanting to spend the money to animate something in HD? Kinda like how you won’t find any shounen series like Naruto, Bleach, Fairy Tail and other random anime etc in HD outside of the movies in Japan?
Nah, chances are this episode was animated in HD, but only got a DVD release because DVDs are cheaper than BDs.
There’s a chance that this OVA will be included in a BD Box, if they ever decide to release one.
Examples: Another’s OVA (DVD-only originally, was included in the BD Box), Mirai Nikki Redial (originally DVD-only, but is getting an HDTV airing this week, and a BD release in December), the TWGOK S1+S2 OVAs (originally DVD-only, will be released in the S1+S2 BD Box this month), and many more that I can’t remember off the top of my head at 1AM.
The one exception I can think of is the Guilty Crown OVA, but that might be because it’s totally unrelated to the main story (different characters, different “universe”).

Anyway thankyou for explaining, I guess more anime is made in HD these days? I read that a lot of anime on TV in Japan is upscaled or something right?
Shows like Naruto, Fairy Tail, etc. are kinda-sorta animated in HD, mostly because of budget (lots of episodes, plus an expensive daytime timeslot).
Virtually all otaku-oriented anime has been animated at around 720p for the past few years, but full 1080p is still quite uncommon.
