Why can’t you run it ?
If you are you using PC then download K-Lite Codec Pack and run the video
If you are you using apple or android device then download MX Player and run the video. However, older and budget android might struggle to run it smoothly. But you could should just watch the 480p H264 version which look good on small screen

HEVC is completely pointless, unless you keep the video at the same size as a potential x264. Otherwise, the quality is lower – insignificantly to some people, maybe, but to me the difference is noticeable. And the difference is that x264 colors are sharper.
Anyway, I’ve already seen the movie, but I’m downloading the 1080p version to see if it plays smoothly on KCP (Kawaii Codec Pack).

No need for K-Lite, but you could just forget about CCCP – it causes artifacts to appear on some places in the video.
To be honest the 720P version of Doki is sharper (clearer) than the 720P version of JacobSwaggedUp (comparison of the first 30 seconds with all the colors of the city).
So in my opinion the roughly 700MB smaller Doki version looks better than the x264 JacobSwaggedUp version. Especially “and the difference is that x265 colors are sharper” in the x264 I can see that the colors are less sharp.
But I guess this is just a matter of perspective as the perspective of everyone is different.

i have 7-8 years old pc (middle grade for that time) + integrated GPU, HEVC 720P works fine

My Athlon II X4 620 2.6Ghz + AMD HD3300 integrated gpu (2008), handles any HEVC 1080p video.
