TV 720p is an upscale. BD 720p is a downscale. So yes, the BD 720p > TV 720p.
there wouldn’t be any difference between 720p and 1080p watched in a 800p monitor rite?
800p? you mean 1280×800? You’d be watching it in 720p then, with black bars on top and bottom. 1080p material will be resized to 720p, so it wont really make a difference.
